Govt. shifts stand but SC refuses to oblige

Just a day after convincing the Supreme Court of its ability to hold the National Eligibility-cum-Entrance Test (NEET) 2016-17, the Centre on Friday rushed back to the court with the plea that it was facing “genuine difficulties” in conducting the common entrance exam for undergraduate medical and dental courses this year.

Attorney-General Mukul Rohatgi, appearing for the Centre, made an urgent attempt to persuade the Supreme Court into modifying its April 28 order allowing NEET in two phases on May 1 and July 24. But the court refused and told the government, “We have already passed our order after hearing the parties. Let the exams go on”.

With just 48 hours left for over 6.5 lakh students to appear for the first phase, Mr. Rohatgi submitted that “several problems have cropped up” with NEET this year.

Upper castes in Gujarat to get 10 per cent quota

In a bid to placate the Patidars demanding reservation in jobs and education, the BJP government in Gujarat on Friday announced a 10 % quota for those earning Rs. 6 lakh a year or less among the upper castes. A special ordinance will be promulgated to this effect on May 1.

“Gujarat government has decided to accord 10% reservation for economically backward in general category,” Chief Minister Anandiben Patel tweeted, adding that the “existing 49% reservation for SC, ST and OBC will remain untouched. Gujarat government is committed to ensuring equal opportunities for all.”

“The ordinance will be promulgated immediately in time for admissions to the coming academic year,” State BJP president Vijay Rupani said.

But the Patidar Anamat Andolan Samiti dismissed the announcement as “lollipop” and demanded specific quota for the Patidars.

EAMCET likely before May 15

Refusing to bow to pressure mounted by private colleges, the State Government has begun identifying centres for conducting the Engineering Agriculture and Medical Common Entrance Test (EAMCET). Private colleges remained adamant that they will not let out space for the entrance exams opposing vigilance inspections.

“We are making efforts to conduct the exam before May 15 as assured by Chief Minister K. Chandrasekhar Rao and no private college premises will be sought for the exam,” said T. Papi Reddy, Chairman of Telangana State Council of Higher Education (TSCHE), indicating the tough stand taken by the government. “Out of the 220 centres needed for EAMCET, more than 75 are Government institutions. We are now identifying aided colleges, Central Government institutions, universities and other alternative avenues,” he said.

Prof. Reddy asked parents and students to continue their preparations without bothering about the administrative aspects of the exam. EAMCET-2016 Convenor N.V. Ramana Rao said that even though the EAMCET has been delayed , the result would be expedited to ensure that students are not affected due to the change in date.

Meanwhile, the sudden decision to postpone the exam has annoyed the students and parents, who feel such an important and sensitive exam cannot be used to settle political scores. With no date announced students will lose focus on their preparations and it is better the government decides the date early and gives at least 10 days time, advise the teachers involved in EAMCET coaching. By the time Telangana conducts its EAMCET, the results of AP EAMCET would be out and this will also have impact on them psychologically. Meanwhile, the ABVP State secretary, Ayyappa, in a statement here said that inspections should also cover government colleges and corporate colleges like Sri Chaitanya and Narayana.

HC orders demolition of Adarsh high-rise

Five-and-a-half years after the corruption scandal involving the Adarsh Housing Society emerged, the Bombay High Court on Friday directed the Centre to demolish the 31-storey high-rise in South Mumbai’s Colaba but stayed the order for 12 weeks to allow the residents to file an appeal.

The court ordered the Ministry of Environment and Forests (MoEF) and Union of India to demolish the building and consider initiating appropriate civil/criminal proceedings against the bureaucrats, ministers and politicians concerned for abuse of powers.

On December 2, 2015, a Division Bench of Justices Ranjit More and R.G. Ketkar had reserved its order on a bunch of petitions connected to the building erected for the welfare of war widows and defence personnel.

Naveen Jindal, Dasari charged in coal scam

A Special court for CBI cases here on Friday ordered framing of charges against former Union Minister Dasari Narayana Rao, former Jharkhand Chief Minister Madhu Koda, industrialist Naveen Jindal and 12 others in the allotment of the Amarkonda Murgadangal coal block to two companies of the Jindal group.

Framing the charges of criminal conspiracy, cheating and criminal breach of trust by a public servant under the IPC and various provision of the Prevention of Corruption Act, Special Judge Bharat Parashar said prima facie there was enough material on record to proceed against all the accused. The court also framed charges against former Coal Secretary H.C. Gupta.

However, the court will formally frame the charges at a later date in case the accused plead not guilty to the allegations. The trial will begin only after that.

Arguing for framing of the charges, the prosecution submitted that it was on account of a criminal conspiracy hatched by various accused persons that the entire Amarkonda Murgadangal coal block was allotted in favour of Naveen Jindal Group of companies — Jindal Steel and Power Limited (JSPL) and Gagan Sponge Iron Private Limited (GSIPL).

Among corporates, however, this imbalance is starker, with a little more than 5 per cent of the companies accounting for a whopping 94 per cent of the taxable income.

Detailed income tax data is now available as the Central Board of Direct Taxes has made public information on the total number of taxpayers in the country, income disclosed in IT returns by various category of taxpayers etc.

“It is a big step towards transparency & informed policy making,” Prime Minister Narendra Modi tweeted. The data shows that direct tax collections have fallen drastically in the last five years, growing at an average annual rate of 8.5 per cent between assessment years 2011-12 and 2015-16, compared to the 14.1 per cent over the previous five years.

VTU Registrar K.E. Prakash resigns

K.E. Prakash, Registrar of Visvesvaraya Technological University, has resigned from his post. He submitted his resignation to the acting Vice-Chancellor H.G. Shekharappa on Thursday. Interestingly, his resignation comes close on the heels of the High Court’s dismissal on Thursday of the former VC of VTU H. Maheshappa’s plea against his suspension by the Governor and Chancellor last month. Meanwhile, the VTU postponed its 15th annual convocation following a direction from the Office of the Governor on Thursday.

HC notice to Priyanka on RTI activist’s plea

The Himachal Pradesh High Court on Thursday issued a notice to Congress president Sonia Gandhi’s daughter Priyanka Gandhi in connection with her constructing a house in the hill town of Shimla.

Her house falls in the high security zone and is situated in the neighbourhood of ‘Retreat’, the President of India’s summer house in Chharabra.

A Bench headed by Justice Tarlok Singh Chauhan issued the notice on a petition filed by RTI activist Dev Ashish Bhattacharya. He has been seeking details of the property and permission granted by the State government under Section 118 of HP Tenancy and Land Reforms Act. The next hearing is on June 6. In his plea, the activist had claimed that while the Centre had given him information relating to Ms. Sonia Gandhi, her son Rahul and daughter Priyanka’s property in Delhi, the Shimla Deputy Commissioner’s office had denied him similar information on the ground that Ms. Priyanka was under SPG protection.

Mr. Bhattacharya had approached the State Information Commission against the DC’s order. While the Commission directed the authorities to give information under the RTI Act, Ms. Priyankaapproached the High Court and obtained a stay. After the Information Commission summoned the Shimla DC despite the stay, the State’s Chief Information Commissioner Bhim Sen and member K.D. Batish were forced to tender an apology as Ms. Priyanka filed a contempt petition.

Book on Param Vir Chakra winners launched

A book celebrating the lives of 21 Param Vir Chakra winners written by a well-known Indian social activist was launched in London by the Indian High Commissioner to the U.K., Navtej Sarna.

Param Vir: A War Diary by Manju Lodha captures 21 instances of bravery recounted by the friends and families of Param Vir Chakra awardees, the highest military honour bestowed by India to those serving in the Indian armed forces.

“Soldiers are the real heroes. If not for them, we would not be leading a peaceful life. I have the highest gratitude for them,” said Ms. Lodha at a special launch event at Nehru Centre here.

“Writing about all these unsung heroes, even if I have not been able to meet with many of them, has been a most fulfilling experience. It is almost as if I have lived and experienced their lives, and everyone reading this book would know about their valour and bravery. I salute them,” she said. Ms. Lodha, who is also chair of the Lodha Foundation, wants proceeds from the book to go to the foundation that will be passed on to the Indian Army. — PTI

ITBP’s north-east HQ to be moved near China border

The government has decided to shift the frontier headquarters of the Indo-Tibetan Border Police (ITBP) from Meghalaya to Arunachal Pradesh, closer to the Line of Actual Control (LAC).

The north-eastern headquarters, which is located at Shillong, will be shifted to Itanagar. “The area of operations of the ITBP is along the Arunachal Pradesh and Sikkim border, so it is practical enough to shift the base to somewhere closer to the border.The headquarters in Meghalaya will not serve the purpose,” Kiren Rijiju, Minister of State for Home, told The Hindu . The ITBP has been based in Shillong since 2004.

Asked whether the shift was a message to China, Mr. Rijiju said: “It has been done only for operational reasons. There is nothing like that.”

It is to be seen how China will react to the decision to shift the office to Arunachal Pradesh.

CBI begins probe into Uttarakhand ‘sting operation’

The Central Bureau of Investigation on Friday examined a journalist in connection with an inquiry instituted into the alleged sting operation in which the then Uttarakhand Chief Minister Harish Rawat was allegedly shown attempting to strike a deal with the dissident Congress MLAs through some middlemen.

“The inquiry has been launched on the request of the State government and further directions from the Centre.

“Accordingly, Umesh Kumar — CEO and Editor-in-Chief of Noida-based TV channel Samachar Plus — who claimed to have conducted the sting operation, was summoned for questioning at CBI headquarters on Friday,” said a CBI official.

‘Furnish raw footage’

The agency has directed Mr. Umesh Kumar to furnish raw footage of the said sting operation.

“I will submit the recordings on Saturday,” he told the media.

SP MLA expelled for ‘illegal’ activities

Samajwadi Party MLA Rampal Yadav was on Friday expelled from the party for his involvement in “illegal” activities and “maligning” its image, a party spokesman said.

“Rampal Yadav has been expelled from the party by State president Akhilesh Yadav for maligning its image and his involvements in illegal activities and irregularities,” party spokesman Rajendra Chowdhury said.

The Lucknow Development Authority (LDA) had razed the Sitapur MLA Rampal Yadav’s “illegal” complex on Thursday and arrested him along with eight others including his relative former MLA Rajendra Yadav for allegedly attacking the LDA team. The complex was demolished as it was illegal,” District Magistrate Rajshekhar said.

Rampal was sent to 14-day judicial custody by a local court after he was booked under various sections of IPC including 307 (attempt to murder) and 7 Criminal Law amendment act late on Thursday night. - PTI
